Maxim Boulba is a partner in the CMS, Russia Commercial team and heads the Moscow Competition group.
His practice focuses on corporate and competition law, including mergers and acquisitions, competition/antitrust, securities, corporate governance and IP issues.
Since 2000 Maxim has been advising foreign investors on Russian anti-monopoly requirements and obtaining antitrust clearance in relation to the acquisition of companies and assets located in Russia. He has successfully represented corporate clients in administrative proceedings before the antimonopoly authorities and has worked on projects related to antitrust compliance and audits.
Maxim also heads the firm’s TMT sector group in Moscow dealing with telecom-related issues; technical protection of information; radio and TV broadcasting; licensing regulations; E-commerce and Internet advertisement-related issues; intellectual property rights; data protection and processing issues. He has participated in media and telecoms projects, particularly with a leading European radio group, a leading European TV holding and publishing companies. He coordinates a wide range of legal aspects in these transactions, including structuring and negotiating the legal required documentation. He is regularly involved in the drafting and negotiating licensing and distribution agreements.
Maxim holds a Law Degree from the Moscow State University (MGU). He is fluent in French and English.
